Update:

JustRamIt91's part number (4031484) is good even though several Cummins distributors told me it was not. I ended up calling the closest Holset distributor (In MA) and the number was good, but they were back ordered since June.

Called around and found a company in NY that had them on backorder also, but they dug around for me. They got the info on the kit and it DOES have all bearings, snap rings, some nuts, and some seals. So I ordered 2 of the kits ($90 each) since when they called Holset, they were informed that 20 kits were being sent to them next week.

They should be shipping them to me next week as well. When I get them, I will rebuild the 2nd HE351cw I have here and swap it in to see the difference and let you guys know how it went. Currently I can hit 40psi but barely. It definately is better than the stock turbo, but it's not nearly as snappy as some say. Mine has major slop.

bringin this back up. I just picked up two more HE351s, one needs rebuilt though, it is sloppy and an oil seal is leaking. Where is the best place to get a rebuild kit for these? And are the ebay rebuild kits any good or are they chinese junk? most I've found seem to be from $90 to $110 for a kit. Also does one need to send in their wheel and shaft to have them balance? or can you get away with it? I've heard that you can then I've heard you cant

ive used ebay kits on hx-35-worked great. i just read add carefully and bought what i hoped was genuine holset. mark the compresssor wheel location on shaft bofore you take it apart, put it back on the same and dont worry about balance. any dyno updates? gotta run, time to milk.

I've done two he351 rebuilds and they run great. Important part is getting the caked on burnt oil off the exhaust side of the bearing housing where the piston ring resides. Then makesure the shaft isn't worn where the bearing rides otherwise it won't fix the sloppy play.
