Rear brakes locking up

My rear brakes lock up with the slightest tap of the brake in rain/wet snow or if its in the morning on dry pavement. Someone told me water is getting in. So i "burn" the water off by hitting the brakes and accelerator together it helps but looking for permenat solution and further explanation of what is actually happening

When were your rear brakes last serviced? Due to the amount of work to get in there most people don't physically check the rear brakes....until a major issue arises.

Without going in and checking to see if there is a mechanical issue, or maybe the E-brake is hanging up, it is really hard to guess as to what could be causing this.

Agreed, you really need to open it up and look. That was how I found a cracked rear hub. Had oil leaking into the drum.

Contrary to popular belief, oil or grease on brake shoes cause them to seize. Could be an axle seal leak or a wheel cylinder. As stated above, you need to disassemble and inspect...Mark
