PO tampered with the IP, how do I check index?

when i put my gsk in i did that and it felt like it did before the gsk and i had to raise the low idle to make it idle. indexed it to the right spot and man a lot of power.
The screws on the top cover of the AFC are a bit chewed up. It's certain someone has been in there messing around. I have no idea what might have been done. It has been suggested that the shaft index could be off.

I can't figure out what it is I'm supposed to check. Can anyone direct me to information about checking this shaft index?
