Why does the piston lift pump require a spacer

probably because the push rod on a piston pump is too long and without the spacer the push rod would bottom out and break something

also, without it the the fuel line that is posted in the sticky would hit the block and would not work.

seems like this would have been cast into the lift pump to keep parts to a minimum

Its probably so that the one pump casting will fit a multitude of engines....
