Up to a few years back, in my county in UT, we had to take vehicles with diesels to a county facility where they put it on a dyno and checked it out that way...
Then for some reason, they changed the law and all we have to get is a safety inspection.
Go figure.

Safety inspections are a revenue enhancement, too. I'd rather pay the extra $12 per year at the DMV and cut the feedlot floor covering.
In Denver, Boulder, FtCollins, and a few other areas, they have emission testing, and put the truck on a dyno to load it up. Last one was a stock 93 that put 233/616 to the wheels
I think it was about 50% generous, as peak boost was about 17psi, and it felt like a stock truck.

I think they call that a "friendly dyno". What an ego booster to brag about!
