Is this part of the turbo supposed to be loose?

I finally got the exhaust housing off and found the bell housing thing behind the fins is loose. Turbo seemed to work fine before removal so i don't know if this is always loose and is tightend down by the houseing or not.

I also found a piece of metal while doing this poject which is held in one of the pictures.

It also seems like the bottom of a couple of the fins are smaller than the others. (picture # 3) Is this normal or should i order a new piece. If i can run it i will order a 60mm setup and get a new exhoust turbine alos and pull the whole setup and put new pieces on.

Thanks a lot for any help.

Yes it is supposed to be loose. It is called a heat shield. It insulates the hot exhaust gas from the piston ring oil seal and bearing on that side of the turbo. When you put the turbine housing back on, it gets clamped down with the shoulder that is inside the housing.

auto. It is like a totally differant truck. I gained just about 5 psi of boost and get it a lot faster. Definatly a 175 well spent. Now its on to the fuel pump( dennyt pin and 3200 spring)and a kdp which im sure is going to be great fun. i can't wait to get into the pump so i can reindex my idle and turn the pump up a little bit more. It idles to fast at the setting it is right now. also its time for a new converter so i can see some of these gains actually make it to the pavement. Thanks for all your help.
