Parking and Dash Lights out, completely lost on what to do.

Parking and Dash Lights out, completely lost on what to do.
Okay so here’s my problem. While driving a few nights ago, my dash lights went out. Upon getting home I check the #14 fuse and it was fine. Then I noticed my parking lights were out. I looked in my service manual and checked fuse #8, it was shot. I replaced it and checked again, still no parking lights. Checked the fuse again and it was shot.
I used my meter to check voltage on the power side of the fuse, and it was fine. On the other side of the fuse I checked continuity to ground. It is grounded when I engage my parking lights. I pulled out my service manual again and tracked the pink/red wire to the headlight switch. At the headlight switch it changes to a 18BK/YL* wire. I have checked the parking lights by pulling them out and seeing if the circuit is still grounded. It is not the lights.
I also checked fuse 14 for ground. Somehow both sides of the fuse are grounded with the fuse out of it.
I have no idea where the ground is. My best guess is a melt between the headlight switch and front lights.
