Oil dip stick tube removal help

I just installed a '90 12V motor in my crew cab and I now see the oil dipstick tube is broken off right behind the starter.
It is broken off right above the metal inner sleeve that goes into the block.
I don't see a clamp or any fastener on the outside of the tube.
How do I remove it and reinstall another one?
It looks like the last owner pulled on it with some vise grips and broke the outer oil dip stick tube.
Thanks

You mean the dipstick tube?

Oil filler tube is on the front of the motor.

Most other engines have the lowest piece installed from inside the oil pan, not sure if these engines are the same.

I'd try a tap. Thread it in there and try to pull it out. Next option would be pull pan and knock it out.

Yes the dipstick tube.
I am sorry about the confusion
The black plastic tube is broken off just above the metal inner tube that goes into the block.
I was hoping to keep the metal tube in place and just slide a new plastic tube over it.
Is there some trick to removing and installing another used black plastic dip stick tube, while leaving the metal tube in the block?
