Cant get the twist lock to lock in tried 2 screwdrivers vise grips any tips on getting it to turn?

 

On this style, my go-to is channel-lock pliers, aka water-pump pliers. Use it to grab, push and turn in one shot.

 

I find if I install the shifter into the shifter stub. I can then push down using the shifter handle against the spring. Once the tension is off the shifter stub, I find I can usually push the twist lock down and twist it with my fingers.
