Are you getting full throttle travel? High idle stop adjustment has been mentioned, I removed mine...
Also, I would make sure the throttle linkage is "dialed in" and the TV cable is adjusted right.

well one more thing u might want to check is your oil level, keep a constant eye on it. i know many at this point are wondering why, you might have a dying fuel pump. mine bit the dust a little before i swapped from 21cm to the 16cm, and i thought it was worse. so a little after i checked the oil, it was coming up, and i changed the fuel pump, and now i have so much more power when i want it. it is worth a check. now i know the power of the 16cm
I'm thinking the same thing sdstripper is thinking. You have raised the gov. spring, but didn't adjust the throttle linkage to allow to motor to hit full throttle. I removed my throttle stop screw completely and put it in the toolbox. Other members here at DTR told me that that's where it belongs.
Keep in mind, that my truck is a 91 and was seriously tuned down from the factory.
