Intercooled or non-intercooled? The controllers are totally different.

How did you check the solenoids?

I am kind of a hacker so I would just hook up a manual switch and forget all the automatic crap. If it is below freezing, I would use the heaters. Sometimes, when it is really cold it would be better to have a manual switch than to have to wait while the heaters recycle. Sure would fix the voltage fluctuation

Just don't forget to switch it off or you could burn out the grid heater.

When the WTS light comes on before a cold start (engine temp below 50 f), do you get a 20 second light or just a quick "bulb check" light?

One of them. You want the one closer to the front, the back one is the KSB switch.

My air intake heater is working but seems to be cycling far more rapidly than it should (or than it used to). Is this also a symptom of a bad intake sensor?

No. The PCM only looks at the air temp when you first turn the key on, from there on the info is ignored on our primitive old system. If the grids turn on on a cold start and don't turn on on a warm start then the IAT is OK.

Is the WTS light flashing?

No, the WTS light is working perfectly and the heaters come on fine (for about 20 seconds) when I start the truck cold in the AM. From there until the truck warms up the heaters seem to cycle about every 5 seconds.
