How to mount the Fuse Block under the dash??
I haven't been into the 91.5's fuse box enough to really know what all is going on in there; but, the couple times I have had it down, it is just hanging in one plastic slot at the bottom; I didn't know there were, or should be, more at the top.
I, most likely, will splice longer wires to everything, and locate this mess to a much more sensible, accessible, location, such as behind the seat, like on a big truck, or under the hood, possibly fastened to the underneath-side of the hood.
My Ford/Cummins has been so highly modified that the factory fuse box only takes care of a couple of functions, such as ignition-on accessories like the C.B., dash gauges, and tach.
I may go something along this route:

It would sure beat laying in a dirty floorboard, straining around under the dash, trying to see and work at the same time.
There is a salvage yard a few miles from me that i was at last Friday ... think i remember seeing thre or four that werent, tho some where in teh older vans, and one was in a ramcharger...but they looked liek they would fit..tan and grey... if someone needs one bad enough, I'll go pull it....
