How likely?

How likely is it that my piston rings are done for? My Truck is spitting oil out of the turbine housing and blowin blue smoke, and it still seems to be fighting to burn fuel. I thought maybe that the rings were done for, but one of my teachers thinks its just the turbo seal has gone bad and is leaking. If thats the case how much is it to rebuild one, or should i just get another turbo. Ive bleed the injectors many times, and i got some water dispersant or whatever and dumped it in the fuel to clear up any water.

Drop the turbo and see if there's oil in the manifold before you spend any money. No oil in the manifold means the oil is coming from the turbo.

More than likely a seal in the turbo let go.

Have you checked to make sure the oil return drain from the bottom of the turbo isn't partly plugged? This will cause oil to be forced past the seals into the charge air and also into the exhaust. The seals consist of a single ring on the turbo end of the shaft and a slinger to keep the oil from getting into the compressor wheel.

Usually the only reason you need a turbo rebuild is if you have excessive play in the turbo shaft. If the shaft play in the turbo is within specs and you still have oil coming through the seals I would either look at excessive crank case pressure or a restriction in the return line. Either will not let the oil drain out of the turbo and the oil will get pushed through the turbo seals.
