engine revving.....Runaway??

Just bought a 1991 4x4 intercooled parts truck for the box axles ect and the guy informed me when I got there that he was throwing in an engine from a 92 that ran fine but would rev out. He said it would happen every now and then then started doing it all the time. He said the injection pump was bad and that someone said a shaft was broken in the pump.
He was not well informed and decided to simply replace the engine with one that worked. Hopefully I lucked out and can easily fix it. Any help and directions to follow would be appreciated. thanks!

Same thing happened to my neighbor. He went and took it to a local diesel shop the owner said the previous person that owned the truck tried to turn up the pump and messed something up. He ended up just getting a new pump and has been good for about 2 years now.

Thanks for the input. I'm really hoping that the pump is not completely screwed and that it can be fixed without a rebuild or replacement..... but if it needs it...
