Clock spring / steering wheel alignment 1993 w250

I have a 1993 w250 diesel with a cruise/ tilt steering column,I am trying to find out how to properly re install the clock spring and this plastic collar that was on there when I took it apart,someone else "deleted" the horn and cruise for whatever reason and I'm trying to fix it.also would like to know if it matters how I clock the steering wheel back on the column when I reinstall it,I don't care about the steering box alignment as it was already wrong, I just want to know if it matters what way it goes so the turn signals cancel properly and so the clock spring is centered in it's travel
