Are you seeing any smoke under full load? If not, and you're sure there are no boost leaks, then it sounds like it's time for more fuel...if you want more boost. Really, 25psi is about the sweet spot for that turbo anyway.

Boost will come down as you approach the governor. An original stock (read-old and tired) governor spring will only pour all the coals to about 2100 rpms before it starts defueling. Also, if your lift pump is weak, the injection pump will start to starve at high rpm/load, which will also cause boost to fall off.

If the small follower pin that rides on the larger fuel pin is sticking, you may not be getting fuel consistantly. I fixed mine and promptly pegged my 35 PSI boost gauge on the first run out.

What can you use to spray into that pin to keep it from sticking if that's the problem?

It took a while to get the guts uo to drive the shaft out, but there's a ball bearing on each side of the shaft that's used to retain it, so it's not as difficult once you get things moving.
You might get lucky and be able to lube the pin from inside the AFC housing, otherwise you get to dig a little deeper.
