battery not charging,,,,,help,,,

hey guys i was helping move a house trailer and when i went home i stoped at a store and my truck wouldnt start i got a jump and it started after maybe 2 minutes of jumping but the voltage hand never would rise,,could this be the VOLTAGE REGULATOR.

If the regulator went, wouldn't it overcharge?

thats what i thought ,,it started over charging last week i bought a new regulator for it and loaned it to my uncle to drive while his work truck was in the shop ,he never changed it,,i got it back last night now the voltage hand is all the way on the bottom mark but it will keep starting and barely charging until you have to use your head light then it just drains it....i changed out the voltage regulators and no change,,,,
