I tried another fuel gauge and sending unit, and the darned thing still wont work. could it be in the wireing/plug, bad ground, bad paint, dirty windows, or leaky rear main? I know its not the tires or exhaust, both brand new. Any ideas?

 

Dirty windows! Since the gauges are reading low, that means there's extra resistance in the wire. Probably a cruddy connection somewhere.
