i got a missing and poping problem on my 215!

it wont rev up past 2000 rpm. once pressing the pedal all the way to the floor, it starts shutering.

we thought it must be an inside pump problem, then we put on a well tested injection pump. its the same... the timing seems to be way out- lots white smoke, but we put it together, with both timing pins set!!!

any help??

 

Now IT DOES rev up!! found the problem! a cleaning towel clogged before the turbo blades
