What makes that sound?

Okay, in this clip each time he is shifting you here a loud whoosh sound, is that the turbo or some add-on part or what? I want my truck to sound like that!

yeah, that's the turbo whooshing down. I have stacks also and you can really hear it every time you let off the throttle or shift, especially with straight pipe

It's commonly called turbo bark and is caused when you let off the throttle rapidly to shift or slow down. When you do this the pressure contained in the intake tubes and intercooler has nowhere to escape except backwards though the turbo and air filter.
I've heard of cases where the sudden stopping and reversing of the turbo has broken the turbo shaft but it is very uncommon.
Backwards flow though the air filter can be bad as most filters only have supporting mesh on the clean side. Air going the wrong way can tear the filter media or actually blow it off.

Unless you are racing best practice is to let off the throttle slowly to prevent bark.

Oh, my mistake. I just thought it was that slow whooshing sound when you let off the throttle with straight pipe and a manual. But listening to it again, yeah he's barking it.
