Way fast idle problem

Arrow Way fast idle problem

My truck is the 1996 215 HP w/ 5 spd.
After a trip of about 150 miles on the freeway when I got off the exit ramp the idel speed wouldn't drop below 1600 rpm. It has always idled right at 800befor.
I checked the throttle cable, cruise control cable, springs, throttle rod ends, all apprear normal.
I disconntected the throttle rod from the governor, the engine speed was unaffected. if I try to move the throttle arm at governor I can get the engine to slow but it seems to die when I get the idle speed near to what it should be, it also takes alot of pressure to get it to slow down, as soon as I let go the engine speeds right back up.
I put a #10 plate in the pump about a year ago, checked it all out found nothing obvious, the plate is right when I put it . it is about 1/2 the way towards the front.
I've talked to the 2 local pump shops, Desert Diesel says it is the pump and quoted me $2000 for repairs. They never even wanted to take a look at the truck. Now I'm not stupid, I'm quite sure it is in the governor, But I know little about the governor on the P pump.
The other pump shop at least looked at the truck and he checked the linkages as I did and he told me the problem was with the governor quoted me an estimate of $1200.
Both shops told me they would need my truck for a least a week, this is not an option! I work from this vehicle.
Anyone have any ideas? I'm not a virgin to diesel injection pumps or governors. Where do I start on this one?
