another question:
the rectangular valve "lever" that the actuator rod attaches to would be in what position open vs closed? it seems to have a travel limit as it moves away from the engine, towards being perpedicular with the actuator rod. is that closed?

 

Without any boost from the turbo the waste gate will (should) be closed. When you open the hood and look at it that will tell you what position is what.

i think i get it now. i wasn't sure b/c there is a possibility that it is stuck, i just wasn't sure if it was stuck open or closed. seems to be stuck closed. applied some air pressure to it and there was no movement.
