wastegate
guessing this is an hx-35w turbo? does it have a v-band flange on the back? if so, you can unbolt the downpipe and look inside the exhaust housing at the wastegate(little flapper looking deal). you'll probably need a little inspection mirror to see in there.
easier methods would be to clamp a vice grip onto the actuator "shaft" and work it back and forth to see if the gate opens and closes. the actuator should hold the wastegate shut. if you have any doubt remove the actuator and just tie-wire the gate shut
