turbo question

So I'm new to owning a ctd, and I get a little curious. I decided to see if I could figure out why there's oil seepage around my turbo. I disconnected the tube from the air cleaner and the first thing I did is try to wiggle what I'm guessing is called the impeller. ( It wiggles) not a lot but there is some play there. Should there be any? Is it because it's cold? Throw me some advice or suggestions if ya have time ( or pity) I'd greatly appreciate it.

Radial play is normal as long as no contact is made between the wheels and the housings. Axial play should be very little, less than 0.010".

Lots of idling can lead to the compressor side dribbling out oil, they're made to seal under pressure.
