It's a Fuel Shutdown Lever issue located on the side of the P7100 injection pump.
Sorry. I assumed that since your post was titled fuel shutoff lever that the fuel shutoff solenoid might contain some information you could use. If not, don't bother to look at it. The AFC/Governor photos are part of the injector pump, and you asked for a diagram of the pump.
