That is the way my trans works. the trans fluid must reach 65 deg before the TC will lock. and when the fluid is cold it will try to lock at about 45 mph : but if I give it too much fuel the trans will jump back to 3rd. I added a TC lock button and use it to lock the TC over 45 mph . This switch with the TC locked in od gives me engine breaking when I take my foot off the throttle. Thanks for the answer. I never drove the Dodge on a daily basis until last year. I just can't get over all the shifting "quirks" this thing has when it's cold.
