Loctite will make it worse.
Make sure the shaft and gear are spotless. I use aerosol electronic cleaner because it doesn't leave residue like brake cleaner.
I would replace the nut and washer.
Torque to 160 ft/lbs.

Any film between the gear and the shaft will not allow the proper clamping force to keep the gear in place. The loctite will not work well in shear with very polished surfaces like these. Ultra clean is the ticket! Metal on metal is the best bond.
