Surface rust on...
my 95 is the same way, its not a show truck so it doesn't really matter how pretty it looks under the hood but i can already see the problems ill run into when i go to try to remove the manifold, turbo etc. for mods down the road..
sandblast it to bare metal and use high-heat paint? Youll want something good for that area though since it will go over 1500 easy enough. Mcmaster-carr has some 2500F paint but it aint cheap $_$
I painted an exaust manifold on a gas engine with high heat oven paint. I got it from a place that sells bbq pits and such and they use the paint on those. I am not sure how well it would hold up, but I am sure sand blasting to bear metal would be a must with anything of that nature.
I used rust cure (phosphoric acid, the stuff in Coke) on all the exaust parts that I wanted to keep in reasonable shape. It turns them black and gives a light coat on them to slow down rust. Won't work forever, nothing will, but it slows it way down and can be re applied any time you wish.
