I put a new steering gear and stabilizer in my 94' last year, now occassionally when I'm in a parking lot or turning slowly on the pavement it feels like I loose the power steering until I roll ahead a little. I've also noticed that when I'm on the brakes in a parking lot or something similar, they become harder and harder and then the brake warning light comes on. Can this all be traced back to a vacumn issue?

Your brakes are giving you trouble too because they are Hydraboost (i am assuming), instead of a vacuum booster they run off the PS pump.
When in a parking lot you are using the PS pump to the max, turning the wheels while also using the brakes to keep your speed low. Double whammy.
I always start by checking the stuff I did last, check all your fitting for leaks, etc, and check the belt tension to make sure it is okay.
