I just recently purchased a 98 12V and the Tach is way off... it reads 400 rpm at Idle and at 70 mph its about 1400 rpm and tops out at 2100. or so. It there any way to Asjust it or did someone maybe switch the tach out with a 24V 98 truck?

I think the problem most likely is in the tach itself.
Does your cruise control work correctly?

 

the cruz works fine everything works good just the tack is off...
