power steering delay on startup

power steering delay on startup
When I start up lately, there is a delay before the power steering and brakes are active, maybe 5-10 seconds, worse when it is cool outside. I just pump the brakes and wait, because I can't drive it without power steering and brakes.
What is the deal?

Did you start with the basic fluid level check?
How does the fluid look & smell?
Perhaps a flush and refill with a conditioning power steering fluid will help.
Possibly the check valve is gummed.
