Bill , the part on rad hose was a temp operated vacuum sw , one end going to carb for vacuum source the other to distributor to the timing .
So as to change timing to clean up the emissions while eng was warming up .
I used to work at a shop that did emissions work in the 80s-90s .
If we had a true open market , then they could set some kind of emissions limits & let us figure how to pass , as an example , for diesels , running a high % of bio , would do a lot to clean it up , then all the other benefits of bio , but this would involve very harsh enforcement , which if applied in an open market [ that means every body ] , its called incentive .
Do this to are so called leaders , government & buis. [ put them all up on trial & hard labor ] then the nest few for a while may behave , till we need to make examples again , and again .
That means that if you like black smoke just for the fun of it , your asking for trouble .
This may seem a little miss placed but , across the board , its all related , and if not corrected is heading to the , stinky dogie dew pile .

Unless the feds come up with a $20 particulate filter, I have to go with Digital Bullet on this one. There's just no feasable way they can do it. Their would have to be some serious love between people and their light duty diesels to drop $3-4K on their older trucks just to stay compliant with emissions.

As far as retrofitting off road stuff, there's WAY too much off road equipment out there that the feds have no idea about where it is or who owns it to make a dent in the emissions from that area. I think it's all a bunch of rumors. The EPA is hitting new diesels extremely hard, both on and off road, but I just don't see them touching the older diesels and requiring retrofitting.

And another thing... I think older diesels make up a small percentage of pickups on the road. So they won't care. They figure within 20 years most older rigs will be in the junkyard (not a Cummins of course ). With the ULSD they're trying to make that happen quicker.

This is a great thread but scary none the less. I just want to keep trucking in my 97 with out any additional expenses as with the price of fuel right now, it is costly enough!!

Don't sweat it- I am in MA, second in emissions regs only to Cali. It's been CA and MA emissions for several years now not just CA Emissions.

MA is in the process or revoking the diesel emissions systems and gas emissions procedures they implimented over the past 6 years. There is not and has never been an emissions test on a light duty non commercial diesel vehicle in this state. 10K is required commercial registration then there is a sniff stick for particluate (black smoke). Even the communist legislators we have here would never be able to enact or allow the enaction of mandatory retrofitting of emmissions equipment on diesel vehicles.
Besides you missed the most important part of the law/bill- Control of Air Pollution From New Motor Vehicles and New Motor
Vehicle Engines: Voluntary Standards for Light-Duty Vehicles.
The feds will require the EPA to change the bill grandfathering motor vehicles just like they do every time. Bills are written with a certain time frame in mind that's why the 2004 models, but they are always ammended before ratification because of changes that happen while in commitee.

Ok, so it looks like they will be smogging diesels starting in 2010 in CA. From DMV's website:



Diesel-Powered Vehicles — Operative January 1, 2010

Amend, Repeal, and Add: Health & Safety Code §§44010.5, 44011, 44012 (AB 1488 Chapter No. 739)

* Adds diesel-powered vehicles manufactured after the 1997 model-year that have a gross vehicle weight rating of less than 8,501 pounds to be in the biennial smog check program.


Also, another new law:

Diesel-Powered Vehicles — Operative January 1, 2008

Add: Vehicle Code §4755 (AB 233 Chapter No. 592)

* Prohibits the DMV from registering, renewing the registration, or transferring the ownership of a heavy-duty diesel motor vehicle, as specified, if the owner or operator has an outstanding emissions-related citation until that citation is cleared as determined by the Air Resources Board.

Hmm, maybe I should start worrying about my straight pipe.

they can begin emissions/soot tests, but they can't require retrofitting a DPF... the 12v's wouldn't even run with a DPF, nor would any of the other pre-DPF trucks! It would require completely reprogramming the computer, etc.

a vehicle is required to pass the smog restraints that were in place when it is sold

Train wreck

The financial wheels are about to come off the tree hugger bus. When they do, the last thing people will be worried about is how much particulate matter your rig is putting out. A funny thing in our world; when the economy starts to suck, the environment takes a back seat. Lots of examples around the globe to cite as well. I'll keep plodding around in my old rigs. One has about half a dozen rice grinder kills; their fault, except for one prius which caught on fire when the battery(s) got crunched and shorted out; my buddies say I have a monster truck currency and I am very much current but still in great shape. Hope this helps with a screwed up situation.

Id move to NH or Montana if I had the $$$.

yeah we dont get much in the way of emissions testing for diesels here with the <10000lb GVWR. I think they do check for the pipe diameter (which is bizarre) and the usual safety stuff.
Some bonehead last year refused to give me a sticker because my truck was 'lifted'. The front is lifted 3" and its well within the MA laws on vehicle height. I even quoted the law. Man I hate this state.
Im waiting for some enviro-**** to report me for smoke one of these days. Its bound to happen. Nevermind that Im running biodiesel a lot.
Theres a place in Chelsea, MA that sells it, for you locals.
