marks on fuel plate

pulled the fuel plate out the other day and there are some funny marks on it. almost like the govenor arm is gouging into the plate, its on the drivers side of the plate (as if its sitting in the pump) i have a #100 plate and it seems the mark starts about 1/2 way up the bottom curve and continues up about a 1/4", its a noticeable mark so much so that u can easily feel it with your finger nail.

my truck doesnt seem as fast as it should... i'm wondering if the govenor arm is getting hung up here and not continuing up the plate?

Could be the plate isn't ground square or isn't screwed down square.
Causes the gov arm to catch on the edge of the plate as it moves, then it skips eventually carving notches.
I've found it a little hard to aways screw them down square and so use a guide that comes with most aftermarket plates to tighten them down straight.
