Well just found the closest Cummins service center. I talked to a mechanic and he said the dowl pin is not critical if the bolts are tightened good, but that he would eventually put the dowel pin in. I went ahead and ordered it and will pick it up monday morning and hopefully get it put on monday if not I'll have to do it sometime in the next few months.

loosen 2 engine mount bolts, remove fan shroud bolts, take off # 6 valve cover, jack up motor with engine hoist, take out all pan bolts drop oil pickup tube into pan and then remove. to install, just reverse.
I didnt mention I had 1 other person helping me.

I did it because my old pan rusted through.
