injector pump timing...

I am curious as to where to set timing at for the BEST mileage. I don't do hardly any towing so power is not the issue. Just mileage. I get 19-21 around town now. Has new pump and I do not know where it is at currently. I noticed in my manual there are different dial indicator readings for different timing settings for each year, trans, emmission, etc. And my engine ID plate is no longer there. I noticed it was starting to come off last oil change and now its gone. I asked cummins parts for a new one and they said to call dodge and find out the engine serial number that was installed in my truck. Well you can guess what responce I got from dodge.........Any suggestions on obtaining a new ID plate?

15-17+ with fueling mods. 12 deg was factory stock. I run 15.

Did you set your timing yourself or do you know a good mechanic that will do it correctly in the KC area. I know that you are closer to Jeff City but thought I'd ask anyway.
