Increasing rpm’s

I put a fuel pin, gov spring, and dynamic advance in my ve pump. Now when I increase throttle to about 1500-1700 rpm. The rpm’s increase quickly on its own without more throttle. I tried turning down the fuel screw but no success.

Not to insult you by asking something so basic, but I have seen in other threads where the poster forgot this - you do have all throttle-return springs hooked up? If so, could your governor spring adjustment be off? I don't know how that works on a VE pump (P7100 pump on my '96), but I've seen numerous threads where someone installed a governor spring kit (GSK) on a P7100 and subsequent idle speed issues were related to the GSK adjustment.
