I have been averaging 14 not much more mpg and I have been using the #2 could my foot be effecting things that much preformance seems to be pretty good for stock with pump timing set at 17*
as soon as I get a pyro gauge I want to slide the plate should I have the fp gauge first?

A FP gauge is nice for diagnostics on a 12 valve but not a necessity like on the 24s, skip it if you like.
Your foot and driving in town will effect your mpgs more than any other factors. 14 mpgs in town isn't really that bad for a truck that size.

My stock 96 can get as high as 26 if I baby it on the open road - but run above 70 and it gets down to about 21 - run 80 and it drops to around 17. With the aerodynamics of these trucks being approximately equal to a cinder block wall in a hurricane the slower the better (for fuel mileage). Aero drag increases exponentially with speed so the slower you go the better it is for fuel mileage - but, what's the fun in that?
Check you FP. mine was around the 20's and after a trip to IN I noticed it was only around 10MPG
checked the FP and it was around 8PSI
got the new lift pump and a shimmed overflow valve in and the truck raps around with the 4k kit like nothing.
