Engine balking and surging @ high RPM

I have a '96 CTD with the auto tranny. Today I was gettin on it pretty good going up a hill, with the overdrive locked out and when it hit about 2500-2600 RPM it felt like it should, when running up against the governor. But then it surged up to about 3000-3150 RPM's. It did this two times going up the hill. I tried to make the truck repeat the behavior a little later but couldn't get the same result. I was wonderin if anyone had any ideas about what might have caused this? Thanks for any help offered.

First thing I thought of or questioned was if you were losing 3rd gear tc lockup.

The torque converter is new, as is the rebuild on the tranny. [undecided]

Just guessing, but try the fuel filter or the overflow valve. Perhaps you are loosing pressure intermittently at high fuelling levels.??????<br>george
