Unhappy Boost Pressure

I know this topic has been beaten to death on this forum, but I can't seem to find the answer I'm searching for.
I recently installed my new Glow Shift gauges and found out I have no boost pressure at idle. At 55 MPH I get about 4 PSI. The max I can get at WOT is about 12 psi. I took the discharge piping off the turbo and at idle I can feel a tiny bit if pressure, lots of vacuum from the intercooler piping.

Is there anyway to test the output on the turbo??

You shouldn't see any boost when the truck isn't moving no matter what the rpm.
You should see about 20 psi but only if the engine needs it.
Take it up a hill and floor it, it will come.

When I first installed my gauge I was sitting in the driveway revving it wondering why something wasn't working!

Once I figured out it needed a load I watched it while actually driving.

Loaded up on a freeway onramp eventually showed me up to 36+ PSI at times with the stock turbo.

Speed is not relevant.

Yup, no boost at idle with stock turbo. With the 351cw I can make 2psi revving it up in neutral though.

Loaded the truck with my Ranger and got about 18 pounds of boost. Looks like it is working.
