95' wont start???

I have a 95' 12 in the shop it wont start its getting fuel to the pump from the supply line when you crank on it, the shut off lever is pulled all the way up but when I go to bleed the fuel line on the injectors theres no fuel or air ? truck just had timing advanced to 16* here about 100 mile ago so i put it at tdc and took to site glass of the side of inj pump and the little flapper lever is there so i done think it slipped time what else truck has 350k on it ????

Should have fuel at the injectors no matter what the timing is set at.
Perhaps the shutdown lever is broken internally?

Should be able to pull a delivery valve out and see if the plungers are rotating. Then you'd atleast know if the rack is moving. If the rack is moving, you should have fuel being pumped then. If not, might be a seized plunger, or a broken shut down like what was said.

the rack moves checked that now how common is the shut off lever coming loose inside should it have any resistance on the lever because it doesnt also with the fuel lines off all six of them on the pump there only little squirts of fuel coming from 3 4 5 and 6 and a little running out of #1 while cranking anyway I bought this truck ""CHEAP"" from the owner today because he thinks its the inj pump and didnt want to spend the money plus the price of fuel he decided to dump it and Ive heard of very few p7100 failures and this truck ran great 2 or three days ago he shut it off and it hasnt started since any any help apprieciated thank
