According to Dave Fritz's page the 96-98.4 California versions had EGR

I got a 10 plate for mine, and I was pretty happy with it. If you get a 10 plate, and a 3kgsk, it will take care of most of your problems. Check your EGR valve. most of the guys on here don't have any experience with cali trucks. I had that problem with mine. it was sticking. it would let a lot of the exhaust right back into the intake, causing low boost, and just crappy performance. also if you look closely, in the intake, where the egr bolts it narrows down to about an 1 1/4 inch diameter. I got a new chrome intake from cummins for 70 bucks that is off of a non egr engine. Then I crimped the pipe off at the exhaust manifold, using a vice.

A good place to check first is the EGR valve though. just take off the bolts that hold it on, and see if you can blow through it. You shouldn't be able to. What it is supposed to do is let exhaust gases recirc back into the engine to let it heat up faster. once it heats up, the little vacuum valve in your block closes and the EGR valve closes. Judging by the fact that your check engine light is on, and when the ECM sees a problem with the emissions system, it will come on, I would say that your EGR system is most likely (90%) your problem.

OK this is what I did...I unbolted the EGR from ex.man. and blocked off the hole to see if i was loosing boost it made no diff. I am going to install a fuel plate and see if that makes a change...I got a free fuel plate that was part of a banks system is it any good or should I find something better?

I forgot about the kitty, I didn't have one on my truck when I got it. somebody had already put a bank$ $tainle$$ $teel exhaust on. Which I promptly replaced that high dollar muffler with a straight pipe. Anybody want a banks muffler cheap?
