Fuel Control Actuator. It is located on the CP3 and regulates the amount of fuel coming in and being dispersed in everystroke. If it is sticking it will cause surging, fluctuating RPs and in some cases rough idle.

Take the overflow banjo out, tap the inside of the banjo for 1/8th pipe and then put a plug in it. Make sure you get the plug flush with the bottom of the banjo bolt. If you can't, grind it flush. After you clean it very well, re-install it into the overflow valve.

... did you remove the Pressure Release Valve's banjo bolt from the high-pressure common rail and replace it with a solid bolt or one of the aftermarket rail caps.
