Try using your shop vac with the hose connected to the air outlet port to blow into the heater duct while the blower fan is on high speed and the controls are on Defrost/Feet..
I've used this trick a few times.

I had a Ford at work with so many leafs in the vent system that no air could pass by at all.
I set the controls to vent, closed all but one then used a gas powered leaf blower into the open one. It was cool watching all the leafs shoot straight up out of intake in front of the window. Problem solved without taking the whole dash apart.
On my personal rig I use a Clean-Cab filter from Geno's that keeps the problem from ever occurring.

The fan is very easy to get to of the blower trick doesnt work. It is located on the passenger side under the dash. There is four bolts that hold it together. Pull the bolts and emplty the fan .
Installation is reverse of removal .
