The cast plug is begining to "walk" out of the block on the bottom side.
The only that held it in was the fan support on the top part.

Just a silly question, is that just a freeze plug? Whatever it is since it looks like a press in there is a good possibility it wasn't put in squarely and/or it was not seated deep enough and the fan support pulled it in when the bolts were tightened.

Wooden dowls are for keeping the lifters up away from the cam to remove and install the cam.
