Fast Idle sticking

Fast Idle sticking
Please excuse me for asking another fast idle question as my first thread here on Dodge-Diesel. I did several searches but came up short of this question.
I have a 03 3500 6-speed with the 1000 RPM idle. My problem is that now it is sticking at 1000 RPM even when its not cold. Most commonly it does it when I am pulling into a drive way, when I have the throttle low at about 1500 RPM for a short distance and then stop. The RPM stays at 1000 RPM. It is also happening when in stop and go traffic. I have to ease out on the clutch and put a small load on the engine to get it to idle down. Tapping the throttle only speeds up the engine and then returns to 1000 RPM.
I'm not sure if this is related to the 1000 RPM cold idle or not as it is happening all the time. Have any of you encounter this problem?
Thanks
James

When I come to a stop if I let the clutch out and put a bit of torque on with the brake on it will idle down. If I touch the throttle it will idle back up to a 1000 again. It seems to be a bit worse when the engine is warmed up.And sometimes it won't do it for a couple of days.
