Sounds like a wiring short to ground. Check your trailer pigtail with a DVM and see if the brake wire shows some meaningful resistance or very low resistance.

I've got the same controller and it's been giving me all sorts of fits and I've rewired everything and had it checked by people that do that sort of thing for a living, they don't know why it's not working. I'm looking for a new controller.

I've been a master certified RV Tech for 15 years. I highly recommend the Tekonsha Prodigy brake controller. Best brake controller available. Inertial controlled, auto level, digital display, good for up to 4 axles and you can buy an electrical adapter that plugs directly into the brake controller and the jack under your dash. No splicing necessary.

I got a free drawtite you could have if you were close. Forget the Prodigy. Go for a Maxbrake or a BrakeSmart. Best money I ever spent.

I had the same problem.
The brake wires running through the axle tube actually melted together.
