I just got done with a long phone call-most was on hold with the area US DOT office and had a few questions answered, so I look to pass on my info.
When asked flat out...Do I need a DOT Number to run over 10,001 GVW, private freight, intrastate, non hazard, no passangers? (one section of the FAQ's said I did, the other said I didnt)
A: No you do not. Only if crossing state lines in the above situation
Q2: Ok then, do I need to stop at Interstate scales and such?
A: No your exempt, and do not qualify
Q3: Is there a minimum Commercial Liability for private non hazard freight?
A: No, the insurance req's are related to MC issues, and do not pertain to private freight.
The verdict is still out whether Im gonna get one. I know ill get in a position where I need to cross state lines on short notice, and then Ill be burnt. Since I already bought what I need to make the truck legal, Im gonna go ahead with all the installs, etc and that way I can apply online if I need to.

It sounds like the lines between "not for hire commercial" and "not for hire private" are being fuzzed. "Not for hire commercial" being you are hauling your own stuff for business, money, commerce, etc. Not for hire private being strictly fun, leisure, private, nothing to do with business.
If you are hauling stuff (even your own) for a business related reason, you need USDOT # when going interstate and over 10k gvw/gvwr/gcw/gcwr there's no if and or but about that.

See thats where I differ, I will not be running interstate, but rather intrastate. He said, although I am commercial, since I will not be leaving PA, I do not need a DOT number, although a good handfull of states do, here is the exact specs from FMCSA.gov
"The following States have adopted the Federal USDOT marking requirements for Intrastate motor carriers domiciled in Alabama, Colorado, Florida, Georgia, Iowa, Kansas, Kentucky, Michigan, Minnesota, New York, Ohio, Oregon, South Dakota, Tennessee, Utah, West Virginia and Wisconsin"
I did take note, arond here all of the tri-axle dump trucks and log truck-none have any DOT numbers on them, just PUC and MC numbers
