Help Wiring Trailer

I bought a 4 way flat from uhaul yesterday and the first one was bad. The left and right flashed when making a left turn. I took it back and got a new one. This one is not doing that but I did have a question about the wiring.

The brake input (from the brake light) has 12V going into the box (tested with a meter). The output of the harness (that connects to the trailer) has 1.8 coming out of both the left and the right sides. I highly doubt thats enough voltage to run the brake lights ... am I wrong? Im assuming that there is suppose to be 12v coming out of there.

Is this another bad box? (Just for the record..I did install alarms and such for 3 years so im good with wires and such)

Are you using this adapter on your Dodge? If so, you don't have separate turn and brake lights so it won't work. You just need a seven to four pin adapter.

whoever had this truck before me hacked up the wires so I had to hard wire it in. It wound up being another bad box from uhaul. Later on a guy that knew what he was doing sold me a kit that just plugs right into the factory brake light housing and everything worked great.
