Most photo editors can resize images.
I use Microsoft Photo Editor.

Im not sure how to get just Microsoft's Photo Editor. It comes with the Office Tools when installing Microsoft Office.
There are other free tools that you can get, I have little to no experience with them.
If your running windows, MS Paint can resize the image, but it is a little more difficult that MS Photo Editor.
Adobe download may also offer a free (limited capability) version of Photoshop that will allow you to resize images.

If we have 5 Mb worth of space on our accounts, why can't we use the space with less pictures that have more megapixels.

I'm kind of a quality over quantity guy. This problem will only get worse as better cameras become cheaper. Just base the allowable picture file size on how much space the account has left.

What do you think?

Especially frustrating when pic is like 505 Kb.

The picture has to be small enough so that it will work when posted in the forums as many guys do after placing it in their gallery. A very large portion of our membership is on dial up, big pictures mean big page loading times.

Not much sense in placing a picture in your gallery that half the people will never be able to see

Dave, apparently your attempt was not successful there are no pictures from you waiting to be approved. I don't know why, maybe if you can email one of the pictures to me I can see what is going on.
