Im not sure I have an answer, but when you send a PM, you have options at the bottom of the page to send a copy of the PM to your sent folder and to Request a Read Receipt.

Is this what you are looking for?

It looks to me with the current shape of the Main Server, the admin's have turned off the sent and tracking that was automatically always on. When you send PM's scroll to the bottom and there are some options you can choose from and turn them back on IF YOU wish. I have played with them and they work, but I would imagine it sucks up space on the server.

You are correct.

Jack turned it to off by default to save some server load.
